SOR-RL Roles: Purposes, Responsibilities and Registration Processes
New SOR-RL users must be assigned roles based on their position and responsibilities. There are 6 roles available to external users. The required role(s) will determine how the user is registered.
1. Service Provider Administrator (SPA) role with Local Registration Authority (LRA) permissions
Purpose: The SPA role with LRA permissions is responsible for registering and managing other SOR-RL users within their organization, updating children’s residential licensee profiles and submitting license applications. There must be at least one approved SPA with LRA permission at each MCCSS-funded or licensed service provider.
Registered by: A ministry Regional Authority Assessor (RAA). Once registered, SPAs with LRA permissions can consult the SOR-RL Registration and User Guide for SPA with LRA Designation to complete their log-in, review responsibilities and system functionality.

2. Service Provider Administrator (SPA) role without Local Registration Authority (LRA) permissions
Purpose: The SPA without LRA permissions is responsible for updating children’s residential licensee profiles in SOR-RL and submitting licence applications. SPAs without LRA permissions cannot manage SOR-RL users.
Registered by: SPA with LRA permissions within their organization. Once registered, SPAs can consult the Registration Guide to complete their log-in.

3. SOR Initiator role
Purpose: SOR Initiators are responsible for submitting and actioning SORs. There must be at least one approved SOR Initiator at each organization.
Registered by: SPA with LRA permissions within their organization. Once registered, SOR Initiators can consult the Registration Guide to complete their log-in.

4. Case Manager role
Purpose: SOR-RL Case Managers are responsible for viewing SORs submitted by Outside Paid Resources where the society has placed a child. The Case Manager role is exclusively held by individuals within children’s aid societies.
Registered by: SPA with LRA permissions within their organization. Once registered, Case Managers can consult the Registration Guide to complete their log-in.

5. Site Designate role
Purpose: Site Designates are responsible for managing and actioning residential licences.
Registered by: SPA with LRA permissions within their organization. Once registered, Site Designates can consult the Registration Guide to complete their log-in.

6. Monthly Reporting User role
Purpose: Monthly Reporting Users are responsible for the review and submission of monthly complaint and mechanical restraint reports on behalf of out-of-home care licensees to the ministry.
Registered by: SPA with LRA permissions within their organization. Once registered, Monthly Reporting Users can consult the Registration Guide to complete their log-in.

7. Registered User role
Purpose: The Registered User role is exclusively held by individuals seeking to apply for a children’s residential licence, where the agency does not currently hold a licence or receive funding from the ministry. Please note that this role is not used for the reporting of monthly reports.
Registered by: Self-registered.
